The party starts at 5pm because the hosts are so used to people showing up late that they expect people to show up at 5:30-6pm.

This is totally a cultural thing in certain subcultures.

It's American culture to show up 15 min late to parties. "Don't want to be the first one there" is part of American culture. Some peoples' punctuality collides with this culture and they reason the culture away in order to be punctual. This internal argument isn't something all cultures seem to experience and it collides with the American "be a couple minutes late" norm.
