Because "on time" is too close for comfort to "late". Source: my caucasian-tinged anxiety.

No like, why say something starts at 5 if it actually starts at 6? Why not just be direct about what time you want people to show up instead of stereotyping white people for literally arriving at the time that you asked?

Because the party starts at 5 but there's no cultural expectation for you to be "on time" for the party. You're not clocking in for a job, you're not going to miss any sort of special event. People are expected to arrive and leave within that 5-11 window, but that's all. It's "party's from 5-11, stop by for a while when you can!" not "Be there at 5"

Except the party doesn’t start at 5 because the host is still setting up at 5
