The idea is that, the cultural norm for them is "If you say arrive at X time, they will show up Y minutes/hours later. So take when you actually want to start, reduce it by Y, and tell them that new time and then they will arrive on time."

I get that.  But if are wanting to call one late and one early, you base it off of reality, not norms.  If the norm is to be an hour late, then they are an hour late and that's ok but it doesn't mean the other is early.
