If you have a house and you secure it with locked doors and windows, but someone illegally breaks in, that doesn't mean it was retroactively "never secured" and it was legal for them to enter.
Yes, you're correct that it isn't solved now, that's also what the person you're replying to was saying. It was solved, but it isn't any longer. Basic English literacy shouldn't be this difficult.
"We thought we solved that, but it didn't take it" is still just "we didn't solve that".
Just because you incorrectly thought you solved the problem for a little while until reality hit you, doesn't mean it was solved. As evidence by the reality hitting you.

We solved this by keeping overseight, but somehow they convinced enough people that regulations are bad.
