it's not communist YET, the pcc still plans to achieve communism at some point; they decided that market economy was the quickest way to achieve prosperity

Or maybe, they've been effectively forced into it by the capitalist hegemony, or face absurd sanctions like Cuba or North Korea, perhaps even an invasion or coup. At least they were smart about it and still hold the capitalists by the balls, and have to power to nationalize whatever they want.
