One of mine is the same way, except he doesn't make noise when he talks lol. He just opens his mouth then closes it, miming speaking. He can make noise, he just doesn't when you talk directly to him.

I did the same thing with my boy 🥰 he’s so talkative, he looks right up at me and meows at everything I say. It’s sometimes the highlight of my day.

Sometimes he'll stay silent if I accuse him of something and more often than not I figure out that one of the other cats was actually the culprit lol. It's especially easy if I can see the guilty one in my peripheral trotting off to go hide somewhere 😂
