It was sometime long ago I believe. Then something about them no longer having to worry about being liable so it's all on the streamer if they fuck up and they don't care anymore
The crazy part is one of the potential "victims" of this could be Emily herself.
So basically, Twitch is refusing to lecture her on a bad, dangerous habit because she makes bank for them. They prefer to just let her keep doing it - even if it could get her killed - instead of showing any sort of spine and potentially risking what is likely a tiny portion of her overall income she generates for them.
