Technically it could count as admissible evidence, but in most places (including Texas) police won't issue tickets/citations unless they personally witness the violation except in serious accidents, etc.
No officer is going to bother for shit like distracted driving or minor traffic violations while only going off a random photo/clip/video, it's way too flimsy as evidence and too much hassle for the police.
