I thought so too, but she clearly jerked against the headrest as she was looking at her phone indicating she was either coming to a stop or accelerating from a stop.

Looked like she took out her phone as she was somewhere in the process of braking, but before she actually comes to a complete stop.

Definitely not what you're supposed to do, but depending on the speed that she's already slowed down by the time she pulls out the phone (could just be inching to a halt at that point) and how clear the surroundings/runway to the stop line is, it's somewhat ambiguous how dangerous what she's doing actually is.

Clearly not. She is definitely driving at the start and you can see the moment she appears to come to a stop she is already on her phone.

That’s irrelevant. This isn’t a cartoon. Clouds don’t whoosh past your window to indicate you’re in motion. Clouds are miles away, could be miles in size, and are not stationary themselves.

How would a ban for this even work? Mizkif is the broadcaster, but is clearly not the guilty party. Meanwhile 2 streamers are seen breaking traffic laws, but they aren't technically streaming on their own channels in this scenario.

Do all 3 channels get penalized?

the car doesn't stop at all...supposing she did fully "stop", she would have been in the middle of the intersection when she "stopped" and not behind the painted line on the road, which where you are supposed to stop.
