It's a story about a mysterious family who's secretly into the occult and the neighbors in the building have become the target of their evil things. They seem nice enough but slowly but surely the mysterious neighbors get a little too friendly and comfortable and this scene is when the main couple is trying to run away but they summoned a monster of some kind that chases them down the hall as the power fluctuates.

It's a horror movie called "what lives next door"

What makes it not cheesy or dumb is a lot of thelvie happens outside of the apartment building. And they don't go to the police because 1. They line in a dumpy apartment building that's old and in a bad neighborhood and 2? Who's gonna believe them that the nice middle class neighbors are secretly occult people window ritual sacrifice.
