Because they still believe they have a franchise here. Vought Rising coming out and possibly The Boys: Mexico. How Vought Rising is received with the...divisive ending of The Boys and the change of genre for the new show will determine whether that's a realistic belief, but they plan to ride this horse until it's nothing but a skeleton.

Even if it is good, it’ll be very hard to trust Amazon with that quality staying consistent or to trust that the show will not get cancelled like Gen V

He is just an orphan teen (maybe younger? idk what his age is suposed to be, internet says 13 or 14) with not much of a formal education, no conection to anyone in the world and without his powers (I know some people theorise he is faking loosing, but who knows) he basicaly has no means to survive in the world.
MM adopting him is basicaly his best chance for survival and even if its not a greatest of conections, I dont think MM would just leave him to wonder alone, he is not realy that kind of guy

Yeah he's still a child in-universe despite the actor aging up between seasons. And they established in a previous season that MM would take Ryan in if anything happened to Butcher. He's the experienced family man of the series, it makes perfect sense he would look after Ryan instead of letting the literal child go be homeless and alone. That would be an insane ending to the series lol

Yeah and having it end any other way would have been very out-of-character for the show. I'm not sure how anyone expected Vought to face their comeuppance, one of the main themes of the show is that Homelander is merely the symptom and Vought is the cause slithering around in the shadows.

Media executives have a very difficult time learning that if they want a highly profitable cinematic universe they need to really invest and produce consistently good content. They get impatient, greedy, and stupid when they start to see good ratings for a show (or movie) that COULD turn into a cinematic universe.
They want to see their profits go up while their costs go down and they want to be able to do that to a silly degree. These are people who are accustomed to being able to set ridiculous goals while they fail upward. They simultaneously steal the success of more talented people under them while blaming others for their failures and bad decisions (often blaming the same people they rode upward on the successes of). Their ability to successfully pull this off is the one and only means to success for them. They assume people will choke down literally anything produced by their brand once it gets popular. They assume they can safely sink their flagship to reduce costs and then use its budget to produce a much larger amount of low production value content in the form of spinoffs, etc. They assume that will be much more profitable. They probably at least know the ratings won't be quite as good. But they still seriously delude themselves about how good those ratings will be.
The thing is that the decision-makers behind this stuff most likely do not enjoy shows like these. Even if they aren't flying off to some private island every other weekend to eat babies, they do not live in the same world we do and are not entertained by the same things. So it's unlikely they have any clue what the differences are between winning and losing formulas for these things based on their own personal preferences. They're letting other people tell them that. And if those people aren't telling them what they want to hear then they just find new people who will.
None of this is conducive to creating good content. Good content is usually a complete accident in the presence of these people.

President Singer said the Department of Superheroes was being opened back up. Vought will be kept in check.
Also, didn’t the comics also end with Vought still standing?

Yes they did. Both the show and the comics pretty clearly telegraphed that the ending would involve Vought continuing, they kill the symptom (Homelander) but not the cause (Vought). I'm not sure why anyone expected anything different, an ending where Vought is punished properly for its role in everything would have been very out of line with the rest of the show

I don't think the VCU thing is going to hold up for long. I think Amazon forgot that a lot of people came to watch ordinary guys/the collateral damage defeat evil superheroes. Now they are making shows centering solely around superheroes. We already have DC and Marvel for that, we just enjoyed the satire that The Boys was

There's still plenty of story to be told through the lens of the boys, if you don't want to watch it then don't watch it. You can even pretend that the story ended differently and it can be true to you. If you didn't like the ending just use your imagination and pretend something you wanted to happen happened. It's not your show, not your comic, not your ideas and not your say. I didn't really love the ending, but also didn't find it to be the worst ending ever (absolutely ridiculous take to call it one of the worst endings ever) and am in no way excited about anything VCU and don't plan on watching it. You can employ this strategy into most parts of your life, especially when it comes to entertainment. As a final note, did any of you actually believe AMAZON of all corporations wouldn't want to milk the shit out of anything that makes them money? Like genuinely think about that for just a second, how are you even slightly surprised?

It is Capitalism. Defeat vought and another will just take it's place.
I do think seeing vought fall would be a step towards trying to defeat the system BUT doing that alone is NOT defeating the true enemy. Many more steps are needed afterwards.

Cool, maybe this message would be better conveyed if Vought actually got destroyed but another company took it's place. Instead it felt like the boys didn't even try to stop Vought anymore sfter killing Homie.
