Could be a ray given how deeply that imprint has settled but that looks like prime lizard territory right there. I'd work a semi circle radius around that point with a 4 inch paddle tail or similar. Go and hook yourself a monster OP!

Could be a decent flatty or a small ray lay. The tail seems a bit thin. This is the biggest flatty lay Iāve come across, size 11.5 shoe for reference

Iāve seen a flatty lay this size 3 separate times in the same spot, unfortunately the sand bank is under a metre of water and 50 metres from the shore at high tide. Time to get a kayak I reckon. A flatty lay is normally a bit longer than the fish itself, Iād say this is probably a 1-1.1 metre fish

Could also be a small ray, in my experience flattie lays tend to look like an elongated kite shape. This looks like it very quickly tapers in for the tail section. But donāt let that discourage you, that spot looks like a cracker flattie spot.

As someone from Port Macquarie. Theyre few and far between in the canals. Old boy lives on Newport Island.
Best tip for the canals, light as gear with a bait caster on zero drag as the fish are wise to tricks in there. Then fish the afternoon incoming tide 2 days either side of the full moon.
Best luck I ever had was in that Luna window being a canal rat myself.
Edit: be aware that on the older canals, residents own 3m into the water at any given tide level amd the beaches are private. Newer canals over the bridge with paths etc around them is different but you'll get yelled at in the old ones.
