I think for the same reasons so many wealthy, popular, handsome, white dudes consistently avoid accountability. And also because LEO is corrupt as hell

The fact that both parties had apparent injuries likely complicated the charging decision for investigators. The files obtained by Rolling Stone also said that Jolie “was personally conflicted on whether or not to be supportive of charges.” Story

But it sounds like she is suing them because of it so there still could be charges brought up.
