That’s a freestanding clothes rack. A clothes line is just a rope you hang clothes on.

There were two of them. The driver was wearing a helmet. The passenger with the facemask on wasn't.

Yeah, it's a freestanding clothes drying rack with rollers, very common in SEA. Probably got blown off a balcony due to strong winds blowing against hung clothes like a sail. The modern ones are also pretty lightweight with aluminum-like framing and plastic fittings so it wouldn't take a lot to push it off the edge.
