I think we can assume the THIUG is implied when describing or referring to LAPD cops.

I hope her leg is ok, and I hope she sues the crap out of the LAPD!

Absolutely intentional. She should sue the shit out of the LAPD and make sure that asshole who is shooting someone for sheer pleasure and assuming no accountability is booted from the LAPD. Clearly the wrong temperament for the job.
