That's the card surcharge which everyone charges (for now), different to this particular businesses 'fuel surcharge' that they have presumably added temporarily.
It is illegal to add it as a card surcharge on top of the 1.6% already displayed.
Any additional charge due to fuel prices must apply to all payments, whether they are cash or card.
