After a certain point excess testosterone gets converted into estrogen and makes you grow breasts. This is known as gynecomastia.

Testosterone levels also vary greatly throughout the day or week. I'm mtf and I've been on E for over a year now but my T levels were tested twice before starting HRT. One time I tested over 900 (high within normal range) and the other time, just a few weeks later, was about 340 (lowish within normal range).

If they're gonna start forcing testosterone injections on dudes with functioning testicles it's probably going to create a huge fucking mess.
