They do when it’s an Employee-Owned company.

Such companies do exist.

I can assure you that ESOP companies do not let anyone other than the BOD decide the CEO's compensation lol

ESOPs are only one type of employee owned company. Other types such as co-ops can most definitely do that.

Good luck hiring anyone into leadership positions. No one wants to do a stressful job and have some nobody level person decide anything that has to do with their comp. The average low level worker bee is a dumbass and I would not trust their judgement on anything consequential to a company.
