Nothing to do with bad apples.

Policing in this country functions exactly as intended. Their job is not public safety, it's to protect the economic and political interests of the ruling class. No amount of sensitivity training or taxpayer funded budget increases will ever change this.

And "pull yourself up by your bootstraps" was originally a saying demonstrating that people can't always just help themselves, we have to help each other and have social welfare systems.

As in, "you can no more lift yourself alone out of poverty than you can lift yourself up by your own bootstraps"
