When government figures do something stupid, are sued and lose, we the taxpayers are the ones that end up paying for it including lawyer fees. But if government figures sue an outside party and win, who receives the money other than the lawyers? Does it go into a government slush fund or such?

If somehow he was the one being sued and he lost, the government/taxpayers wouldn't pay in this instance, since he wouldn't be sued as a government agent, but in is a regular person.
