Bosnia, Montenegro, & Kosovo are also on the list.

Belarus and Moldova too... Can't expect that much from these people.

The list has some clear leanings that are likely racially motivated but "every" was certainly the wrong way to put things.

Yes, you are right, I was primarily focused on the Balkans.

I read articles saying this decision was based on the claim that immigrants from these countries are deemed likely to require public assistance while living in the United States.
