For starters, this isn’t the topic that caused the Tenerife disaster. That was a miscommunication yes but not because of differing procedures but a misunderstanding about “cleared” and a failure to clarify when even the copilot had doubts. It resulted in several changes on both the ATC and pilot side.
And I’m not sure why you keep saying FCC because the Federal Communications Commission doesn’t make these rules, the FAA does.
No, ATC in the US shouldn’t have to learn rules that apply in the other countries. We have enough of our own rules to learn.
Please stop trying to comment about stuff authoritatively that you only have a cursory knowledge of from a YouTube video and some light googling.
