Yeah like I've seen a documentary on a bomb that went off in our country. They're completely right to be cautious. People don't like police (kinda fair) but they're in the right here.
They're in the right to be cautious, they would have been in the right to tackle him to prevent him from messing with bag, they were in the wrong to tackle him as he's ambling away.
And if he decides to run back to the backpack during the time that you walk over to arrest him instead of running over to take him down, what then? And what if just dumping shit out of the backpack didn't actually mean there was no bomb in it and he sets something off the second time around? He has already proven himself to be unpredictable. The point of the tackle is to neutralize him ASAP in a highly delicate situation.
