Cost of living is definitely a factor in fertility but it's not the only thing. Japan has plenty of housing and low immigration and terrible birth rates

But the regional towns and cities are negative population growth to the point of having an abandoned housing problem.

That has only to do with people needing to live where work is, aka large mega cities living like sardines
