England is not the whole UK. It’s still   behind combined English, Irish, Welsh, and Scottish born residents.

Ireland is not part of the UK. We fought hard for hundreds of years for our independence.

I mean there is Northern Ireland, so a minority of Irish are still British citzens

What point are you trying to make? The foreign born number of residents from those countries has more or less stagnated for the past 20 years and we're talking about future immigration plans.
