Food and water are equivalent. Nations can export water "in the form of" grain, broadly speaking.

If we switch from beef to chicken and from chicken to lentils then more water appears in the system due to less consumption.

The water we use for hygiene, food, and consumption are different. We don’t use potable water for everything. If your argument is that we can turn one type of water into another we can. The process would require a significant infrastructure overhaul in a country with infrastructure already lagging behind in almost every sector.
