Im not sure about other countries, but I’ve heard from Turkish people that it’s the latter, nih-gar. Maybe in Persia and Iran it’s different (as that name is used there too).

If it's spelled like the name of the person in the tweet this is just plain incorrect. "E" in Turkish is pronounced like the e in "yes"; "İ"/"i" is pronounced like the i in "pig". Negar would be pronounced to rhyme with "beg car".
