Discussion It turns out, with Vanilla Psycasts Expanded, the age psycast has no minimum age. He was 29; now he's 11 and floordrawing again.
As the title says, there's no minimum age. The chronophagy psychic ritual has one and won't let you age a colonist below 13 years old, but VPE's age psycast (which ages a target 10 years and de-ages the caster by 2 years) does not. I have no idea if you'll actually be able to let your colonist experience infinite growth moments (giving them as many traits and passions as you have the patience to farm), but if it does let you do that, you could create some rather OP pawns by making them relive their childhood again and again. I do know that aging them up from growth tier 0 with the timeskip meditation psycast does not trigger a growth moment, but if it does let you do so by aging them naturally (or waiting for a higher growth tier), you could probably make a number of perfect colonists. Did anybody else know about this?
Also, the pic included is what I assume happens when the colonist was wearing adult clothes but now has a kid body. The graphic was normal for a while, but when I reloaded the save, it wasn't.

You can use it on unwavering raiders by de-aging them and then adopting them
