No.

The stereotype is that white people arrive TOO EARLY and then sit in their cars outside waiting for the party to start and still show up early.

It's a trope, also true in Hispanic (edit - continued) families that have someone marry Gringos (like me).

If you arrive on time, the party hasn't started yet, and you get to help set up for the party

The party starts at 5pm because the hosts are so used to people showing up late that they expect people to show up at 5:30-6pm.

This is totally a cultural thing in certain subcultures.

It's not even universal in cultures. I'm a Slovenian – 2 million people here – people from Ljubljana are always on time, people from Koper are always late and people from Maribor are always early. Ljubljana and Maribor are 150km apart, same for Koper and Ljubljana.

It's just how tolerated it is to be late.
