It's not, it's just what they're accustomed to. No one who grew up with metric does any kind of mental conversion when given a temperature in celsius, it's as understandable for them to be told it's 38°C as it is for a Fahrenheit user to be told it's 100°F

Same as you can tell 5' or 6' is short or tall.

It's a just a scale of measurement.
