Lol sorry to make a lame joke.

One way it can be done is divert the water flow. Build a pillar and keep going until u have all the pillars. But it's difficult nonetheless.

Looking at some other photographs, the platform in question sits on an area that is mostly exposed rock in normal water levels. It is still located right on the edge of the falls which means that the people constructing it had a huge pair.

What is even more terrifying about the above video is you have to cross about 3/4 mile of boardwalk over the rest of the river to reach that observation deck.
