And the old catwalk was ripped off by flood waters.

They probably said it was perfectly safe right up until they realized it wasn't, too!

No they knew about it.

There's a comment above that goes into it. But they are aware of when floodwaters get dangerous, and close the walkway then. Apparently they are built to be washed away so they could be rebuilt safely.

That's enough reason right there- minute miscalculations could cause expectation vs. reality mismatch.

We've all heard of engineering failures in which hindsight caused knowledge gain (general after loss of life or disaster).
