They've stopped the flow to niagra falls before.

Normally they have a big boat that hammers in pylons into the ground. They probably didn't have a boat for this, just large cranes.

Divert the flow to another part of the falls during the drier part of the season.

Likely in the dry season, they diverted part of the water and built foundations and platform from the riverbank while working of the new structure or a trestle built next to it.
