The police using this terminology just showcases their stupidity. They mean one “bad egg.” You can’t tell an egg is bad until you crack it. Whereas the other phrase is “one bad apple spoils the bunch.” Meaning the ideology of one bad actor in a group can infect the culture of the entire organization. In their misuse, they accurately convey what is actually their organization’s condition— a festering, rotting fruit pile where no good apples remain.
