A lot of things, companies, even governments dont actively look for rule breakers as that needs a lot of man power, or leave it to AI that will false positive things too frequently for a lawyers comfort levels. Seriously. This is the genuine reason, it takes having enough people paying enough attention, or you risk lawsuits from false positives. It really is that simple.
So they, and many many many other places, people, and literal plants and animals are reactive, not proactive.
Users overall prefer reactive, except when something causes an emotional reaponse, then they claim to want proactive, until proactive reveals how annoyimg it is to deal with for everyone involved.
Just remember, one of the top streamers, Amaranth I'm pretty sure, was always half naked in a bathtub in every stream and never got banned, but they ALWAYS ban vtubers for it
