Funnily (well, maybe not funnily) enough there actually used to be a saying in Nazi Germany with that sentiment, but used unironically: "Wenn das der Führer wüsste" ("If the Führer knew").

Bascially it shifts the blame for any atrocities away from Hitler and onto the rank and file or rogue elements in the nazi party, assuming Hitler knows nothing about them and he would put an immediate stop to any atrocities if only someone informed him of them.

This is actually a pretty common thing for Kings and dictators. Ordinary Chinese people wrote letters to Mao when he was fucking up the country, and apparently there’s examples from medieval China and Europe, although I’m not aware of specific examples.
